14/01/2021 – The program for the protection of the territory and the water resource can count on 15.03 billion euros. It is the provisions of National Recovery and Resilience Plan, which has allocated 3.97 billion in new resources alongside the 10.85 billion already allocated and 200 million from React EU.
The program is divided into a series of initiatives, which start from the security of the territory, through actions of contrast to hydrogeological instability phenomena, up to the interventions of forestation and extraordinary maintenance of invasion.
Hydrogeological instability and protection of the territory
Of the 3.97 billion of new resources allocated by the Plan, 250 million will be allocated to hydrogeological instability, for structural and active maintenance of the territory, requalification, monitoring and prevention. These interventions benefit from complementary resources of 160 million from the appropriations of the Budget Law.
The structural interventions, those of active maintenance of the territory, redevelopment, monitoring and prevention are selected on the basis of risk level of the area and number of citizens exposed to risk in the event of disasters such as landslides and floods.
Urban and overgrown green infrastructure
300 million will be allocated to urban green infrastructures through interventions of urban forestry realized in the municipalities according to criteria for reducing climate-altering emissions. Regarding this issue, we remind you that the Ministry of the Environment has allocated 30 million euros for urban reforestation projects and biodiversity protection, 15 million for 2020 and 15 for 2021.
Furthermore, interventions of forestation and forest protection. Programming is currently underway. In the period 2014-2020, 1.6 billion euros were allocated to forestry measures for sustainable management and prevention of hydrogeological instability.
To the extraordinary maintenance of the invasion and to sustainable management of water resources the plan allocates 2.92 billion in new resources, for a total of 4.38 billion. 100 interventions will be carried out, mainly in the South, aimed at static and seismic safety, strengthening and / or completion of water diversion infrastructures, artificial reservoirs and dams, primary supply pipelines and the reduction of water losses in the supply systems.
Within this program, interventions for the primary water infrastructure and the security of supply, the resilience of the irrigation agrosystem, the water distribution networks and the digitalization of the monitoring networks, the sewers, the enhancement of the territory and the energy efficiency of the municipalities and the management of waste collected at sea in the port areas.
