The roadworthiness of historic vehicles is likely to be reassessed by roadworthiness testing stations. It will not be sufficient to test them by a body authorized by the International Federation of Historic Vehicles. On the other hand, the period between inspections has been extended from the current two years to five years. This presupposes a parliamentary amendment to the government’s amendment to the Act on Road Traffic, which was supported by the Parliamentary Economic Committee on Wednesday.
Entities authorized by the federation now verify the originality of the historic vehicle and its technical condition. However, the submitters of the amendment, led by Petr Sadovský (YES), claim that they have only limited equipment for technical inspections. By transferring it to standard technical inspection stations, the state will gain a better overview of the technical condition of historic vehicles, which will also lead to increased traffic safety, the explanatory memorandum said.
Representatives of the Ministry of Transport dispelled the fears of some deputies that historic vehicles would not pass inspections. Inspections of such cars, which run on normal registration plates, are already carried out by technical inspection stations, in accordance with the rules that applied when these cars were put into service. For example, the brake test of pre-war vehicles, for example, is not performed on cylinders, but “emotionally” during a short driving test.
The supported amendment also assumes that applicants will be able to register a historic vehicle at any of the 14 municipalities that carry out this agenda. Therefore, their local affiliation is revoked.
The government amendment introduces the possibility of an electronic application for registration in the vehicle register or for registration of changes. The registration of a change of owner or operator of a vehicle could also be simplified, as both parties could submit a joint application, but through two separate submissions. Carriers could also reserve a registration plate. As a result, they could obtain the necessary permits before the authority registers the vehicle.
