Government will mobilize 100 million to support decentralization in Education and Health – Community funds


The Government will mobilize 100 million euros of European funds to support the decentralization of competences in the areas of Education and Health. The announcement was made by the Minister of Territorial Cohesion, Ana Abrunhosa, at a hearing in Parliament on the State Budget for this year (OE 2022).

Through tender notices, still within the framework of PT 2020 and with the possibility of “transitioning to PT 2030”, Ana Abrunhosa said that the State will have “100 million euros of regional operational programs at the service of these requalifications”. “At this stage, the beneficiaries will be infrastructure considered a priority, that is, schools and health centers that are more degraded,” she added. In addition, Ana Abrunhosa highlighted that the Decentralization Fund “has more than 832 million euros in the current budget: more than 42 million for Social Action, more than 70 million for Health and up to 718 million for Education”. In case of “non-conformity with reality”, the transfers will be corrected in the following budget.

The minister also underlined that the budget law provides for “a mechanism for updating and adjusting” the Fund for Decentralization, thus allowing “to address not only instability, but also verified inflation and expenses”.

The conclusion of the decentralization process and the strengthening of the conditions of the municipalities are two of the priorities assumed by Ana Abrunhosa as holder of the Territorial Cohesion portfolio. According to the minister, without a “consolidated” decentralization process, there will be no “regionalization”.
