I am afraid that one of the biggest misfortunes that has befallen our country is this PNRR. Not because the European strategy was a catastrophic one. The European Commission, as far as the thinking potential of the current formula has put it, has devised a plan to repair, recover, and compensate (call it what you will!) The economic situation generated in all Covid pandemic member countries 19 .
We made fun of the opportunity. In other words, Prime Minister Vasilică Cîțu and President Klaus Iohannis handed over all the responsibility to a newcomer. He was known for all sorts of money-laundering programs, including in Moldova, and for his results in the previous term. From his performance, the name “zero government” was also used for the Cioloș government. Cristian Ghinea did not have any notable performances. Just some articles in the right-wing press and insignificant presence in NGOs from which it broke up or was eliminated.
Why did the Prime Minister (airman and he) together with the President (careless to the point of contempt) accept that the entire operation of designing a National Resilience and Reconstruction Plan be led by such a Neica Nobody? As our country takes steps to implement the PNRR, we will discover what political, moral, and even legal guilt the two committed by granting such responsibility, without any professional or expert coverage.
According to the data they have, Crisitan Ghinea gathered plans and projects from ministries and counties, collected more ideas and suggestions and incorporated this PNRR. He forces the country into huge loans and engages it in nonsense that is difficult to complete. Some, even impossible. From questionable museums to tourist routes, to millions of square meters of “urban forests” and medical centers and hospitals, from “digitized ecological islands”, to another 500 milestones and targets that Romania must reach at an accelerated pace , 21 of them are mandatory by the end of this year. They are all a kind of incoherent and sometimes absurd economic work.
The forest of measures, projects, investments and obligations is hallucinatory and looks like a bunch of facts, ideas and needs set in motion in a plan that the Devil can no longer handle. I’m afraid that hundreds of pages of facts and aberrations collected by Guinea in the PNRR, in addition to indebtedness, put us in a web of contracts, conflicts and bureaucratic procedures, expenses, checks and accusations that no one else can handle. .
Unexpectedly, Cristian Ghinea announced that he is resigning from the position of vice-president of USR and is launching a business together with the MEP Dragoș Pâslaru, a well-known beneficiary of public funds from various political sources. Two businessmen with questionable business dealt with PNRR. The scandal is just beginning. Ghinea and Pîslaru and Vlad Botoș announce two European funding to monitor PNRR.
“Dear colleagues, I hereby announce my decision to resign from the position of vice president and member of the National Bureau of USR starting with January 1, 2022.
The immediate reason for this decision is related to two projects that I am starting together with fellow MEPs Dragoș Pîslaru and Vlad Botoș, monitoring and assistance projects for PNRR. These funds come from the budget of the European Parliament, but are available to MEPs, based on communication / research / public policy projects ”.
At the end of his farewell post, Cristian Ghinea would say:
“And, obsessively as you know me and still optimistic, I will do everything I can to make PNRR into reality hundreds of miles of highway and railways, thousands of renovated schools, thousands of computer labs, thousands of households that will have for the first time water, the four thousand bike lanes, the tens of thousands of hectares of new forest, the millions of square meters of energy-renovated buildings I have worked so hard on. And the dozens of reforms that can change Romania “.
Cristian Ghinea devised a man plan that did not coordinate seven day laborers to dig a longer ditch and a company to build a bridge. But he wrote on behalf of Romania hundreds of pages with operations or investments that he calls projects. He turned into obligatory measures for the country ideas and political desires that obsessed him or that were demanded of him. And then he resigned to make money from overseeing the messy plan he had pastored.
Are we dealing with a crazy business? Of a large political charlatanry? Am I referring to the design of a complicated mechanism, with money for consulting and supervision that everyone who coordinated the drafting will spend?
Are we facing the most terrible business in the history of Romania, set up under the nose of the president and the prime minister?
Was this nonsense conceived with the support of Brussels officials or officials? I do not know! One thing seems dangerous to me! The PNRR obliges the country to a course made of hundreds and hundreds of small projects from which only those who have been at the button benefit. And we have to call it development.
Is it moral? Is it legally unassailable? Is this a development or a deepening of Romania in a forest of business and commitments?
Of course, President Klaus Iohannis and Florin Vasilică Cîțu are also legally responsible if the PNRR slips into chaos!
With advice from Cristian Ghinea and Dragoș Pîslaru we are not too far away!
