A second summit was held in Germany, the focus of which was a comprehensive photovoltaic strategy, which he presented Federal Minister of Economy and Climate Protection Robert Habek. The aim of the summit is to accelerate and increase solar energy in Germany. In March 2023, the first photovoltaic summit was held.
In order to achieve the goals of these summits, new and additional measures that were discussed are needed. The measures permeate eleven areas – from energy policy to technology development. Some of the areas are the tax law, that is, the removal of obstacles regarding the trade of photovoltaic devices. Also, measures to increase qualified workers for the production and maintenance of photovoltaic systems. Then covering domestic industrial production with energy from renewable sources, increasing the participation of, for example, municipalities in this process, this also includes financial assistance, then simplifying certification for larger roof systems, and one of the important measures – less influence of bureaucracy.

The minister has high hopes for the strategic and energy potential of this renewable energy source, because solar energy is by far the largest, stable, more favorable than the others and unlimited.
As stated in the announcement of the Ministry of Economy and Climate Protection, the federal minister referred to the plan that by 2030 the share of renewable energy sources will be 80 percent, with an installed capacity of 215 gigawatts, and that here precisely photovoltaic devices should be key for realization of the plan. He believes that construction is accelerating because last year there were over seven gigawatts, and the temporary goal for the current year is 9 gigawatts. There were several measures, tenders, regulations to promote RES, but each subsequent summit should serve to eliminate other obstacles.
