Citizens of Azerbaijan, Moldova, Tajikistan, Uzbekistan and Ukraine who do not have documents to work in Russia have the right to apply for patent without taking into account the requirements for the declared purpose of entry into Russia and the deadline for submission of documents.

Citizens of the countries – members of the Eurasian Economic Union can conclude an employment or civil law contract, regardless of the purpose of entering Russia. At the same time, employers who hire foreigners to provide services or perform work must formalize labor relations with their subordinates and notify the territorial bodies of the Ministry of Internal Affairs of the Russian Federation within three days.

Since 2020, over seven million foreigners have received documents for legal employment in the Russian Federation.

The Ministry of Internal Affairs reported that a significant number of foreign citizens are in Russia in violation of the established regime of stay.
