At a meeting of the City Duma on Thursday, July 15, the deputies, by a majority vote, decided to take a loan from the State Treasury in the amount of 4.6 million euros for the construction of a new boiler house on wood chips.

The loan is taken for a self-government enterprise Daugavpils siltumtikli for the implementation of a European project for a period of 10 years. According to the management of Daugavpils, the creation of a new boiler house on wood chips at CHPP-3 will reduce the sharply increased payment for heating for our residents.

The municipality will begin repaying the debt to the state from January next year.

Back in the summer of last year, the Central Finance and Contracts Agency (CFLA) suspected a conflict of interest among one of the experts involved in the procurement procedure as part of the project for the construction of a new boiler house and therefore demanded that the company return an advance payment of 2.5 million euros.

The unused part of the advance taken within the framework of the project, more than one million euros, was returned last year. The rest of the debt, and this is almost 1.5 million euros, CFLA allowed to return by the end of 2023.

The total cost of the project for the construction of a new boiler house on wood chips on the territory of CHP-3, which is being implemented by the enterprise Daugavpils Siltumtīkli, exceeds 14 million euros, of which more than 9 million is a loan from the state, and 5.3 million euros is European co-financing.

At the moment, the management of the company Daugavpils siltumtīkli is preparing documentation for the litigation between him and the CFLA.
