for some services – a rise in price by 12 times

The Ministry of Communications has developed amendments to the price list of state paid services CSDD. As explained in the annotation of the draft regulation, the goal is to update the prices for CSDD services in accordance with the actual costs of providing the service, since the previous price list was approved in 2013 and since then the direct and indirect costs of the service have changed.

The largest increase – 12.4 times – is planned for the registration of points of sale of vehicles and their license plates.

The Memorandum explains that the price of this service has not changed since the approval of the rules, so it must be changed according to the actual costs of providing the service. The service is provided by the seller submitting an application to the CSDD, as well as the necessary documents for registering a trading place, followed by checking the merchant’s right to register a trading place, in some cases, visiting the trading place and checking its actual compliance, drawing up and confirming a cooperation agreement, entering data into register of trade, verification of the labor relations of the seller’s representatives in the State Revenue Service (SRS), execution of the registration certificate of the outlet and granting access to the seller’s representatives.

CSDD continually advises seller representatives on vehicle sales procedures, the use of vehicle sales numbers, and the use of the sales register. Ensuring all operations requires significant labor resources and technical support, and the current price does not correspond to the real costs of registering a point of sale and maintaining the system. The service is expected to cost 174.26 euros.

Similarly, a significant increase is expected from 300 to 500 euros for state registration numbers containing only single-digit characters or a combination of such numbers, where the first digit is any number and all other numeric characters are “0”. CSDD provides vehicle owners with the option to select national vehicle registration numbers from both CSDD customer service centers and CSDD-provided e-services from the next series of license plates, but the demand for these numbers greatly exceeds the number of available numbers. Such plates are selected and ordered for vehicle registration within a few minutes after they are offered in the CSDD e-services. Their price has already gone up, but these license plates are still sold out within minutes, which means that the price of the service is still low enough for demand to fall.

The draft rules propose to increase the fee for vehicle registration by 24.8% – up to 5.74 euros, and the fee for the first registration of a vehicle in Latvia – by 41.8% – up to 11.88 euros. It is also expected to increase the fee for issuing a transit number card by 2.2 times – up to 8.42 euros, and the fee for a license plate – by 17.8% – up to 11.16 euros.

Also, it will be more expensive to register a watercraft, register a bicycle and an electric scooter, obtain a driving license, and the fee for using a moped, motorcycle, car and truck CSDD in the exam will also be increased.
