Expensive PNRR materials and tenders, 2.32 billion in the first half of 2023

01/06/2023 – To deal with the cost of materials in the works of the PNRR and PNC, the MEF has assigned 2.32 billion euros to the Ministries that have requested it, with the aim of calling tenders on the basis of updated prices in the first half of 2023.

The assignment, financed with the ‘Fund for the start-up of works that cannot be postponed’, took place with the MD 19 May 2023 of the Ministry of Economy and Finance.

Dear materials, 2.32 billion euros are on the way

The resources against the cost of materials, 2.32 billion euros from the “Fund for the start-up of non-deferrable works” of the PNRR and the PNC, will allow the start of the procedures for awarding the works, on the basis of updated prices, until 30 June 2023.

The grant total is broken down as follows:
– 1.6 billion euros for works financed by the PNRR;
– 229 million euros for works financed by the PNC;
– 491 million euros for works for which an extraordinary commissioner has been appointed.

The largest share of resources has been assigned to the Ministry of Infrastructure, which, adding up the three lines of funding, will receive a total of around 1.8 billion euro.

Dear materials, what is the ‘Fund for the start-up of non-deferable works’

The “Fund for the start-up of non-deferrable works” of the PNRR was established by the “Aiuti” Decree (DL 50/2022).

The endowment of the Fund has been increased several times to cope with the cost of building materials and to be able to call tenders on the basis of prices updated to market conditions.

The last refinancing of the Fund took place with the Budget Law for 2023, which allocated 10 billion euros for the start of tenders in 2023.

Fund for the start-up of works that cannot be postponed, new assignment against the cost of materials

Every year, the MEF dictates the rules for accessing the Fund’s resources for the start-up of works that cannot be postponed: the Contracting Stations of the central administrations submit an application, while a pre-assignment mechanism has been envisaged for local authorities.

The rules for 2022 they were also replicated in 2023.

For 2023, the Ministerial Decree of 10 February 2023 provides that the Contracting Stations they submitted the request from 14 March to 3 April and set the automatic pre-allocation at 10% of the amount in the allocation decree.

On the basis of the requests presented, the Mef drew up the ranking and approved the allocation of resources with the Ministerial Decree of 19 May 2023.
