INTERNATIONAL – The European Union ruled out on Friday June 25 the possibility of a summit with Russian President Vladimir Putin because the conditions are not met, announced several leaders at the end of a European summit in Brussels.
“It was not possible to agree today that we should meet immediately at the top,” announced Chancellor Angela Merkel, who wanted such a meeting with the support of France.

France and Germany have pleaded for the relaunch of a dialogue with Russia, but the idea of resuming it at the summit level between the EU and Russia has divided European leaders.

This dialogue will be engaged in “areas of EU interest”, specify the conclusions adopted at the summit. European leaders will then discuss “the formats and conditions of this dialogue with Russia”, adds the text.
EU leaders called on Russia to show “a more constructive engagement” and “cease actions against the EU and countries in its neighborhood”.
They said they were “ready to react in a firm and coordinated manner to any new malicious, illegal and disruptive activity by Russia, making full use of all the instruments at its disposal”.
The head of European diplomacy Josep Borrell has been instructed to present “options for further restrictive measures, including economic sanctions”.
