Empty houses are not vouchers !?

For a long time, the state, ie its line Ministries of Agriculture and Rural Care, did not have a significant competition. If he succeeds, it is believed that he will save hundreds of Serbian villages from permanent disappearance. In the center of this great competition announcement are abandoned houses and on the other side all those who would like to move into them. It is not okay to work or spend a weekend in them, but to lay down your own fireplace and get involved in the work and life challenges that the home village has.

There are empty houses in the territory of Serbia, for the sake of comparison, how many inhabitants are full of holes in two Valjevo, ie about 200,000. As for the money for the purchase, there are assurances from the highest places that there are no problems and that the state saddlebags for this purpose are full to the brim.

Without a grain of “political” gunpowder?

It all started on June 28 on Vidovdan, because according to the tradition, which is still in force today, on that day you can see much better, further and more clearly than everyone else in the year. Someone also counted on the encouragement and support of potential buyers by the Kosovo heroes, proclaiming, by the way, this, without a doubt, significant action for some kind of fight, but without a grain of “political” gunpowder !?

“This is a supra-party, supra-political mission backed by the Serbian Academy of Sciences, religious communities and the President of the Republic, Aleksandar Vučić,” repeated the Minister for the Care of the Village, Milan Krkobabić, on several occasions.

Since I have heard too many similar announcements and exclamations, they do not drink water, because in our country, for a long time, walking pets on a “leash” depends on someone’s political mood. Otherwise, the success of this competition will not depend on “higher” powers and earthly authorities, but above all on the good will of the state, which set aside 500 million dinars for the first phase. Between 700 and 800 houses can be bought for this amount.

There are interests, “madness” invented

As for the “landing” on empty village houses, which has already been reported by the pro-government media, there is nothing of that yet. There are those who are interested, but not yet any “madness” and buzzing like in a beehive. Rural houses are not empty and abandoned, just like vouchers for free vacations in Serbia, of which as many as 30,000 were distributed in less than two and a half hours on the first day.

Taking over a house is a plan, desire and decision of each individual, ie a young married couple, combined with responsibility for something like that. For many a life commitment and not any recreation, experiment or “rehearsal”!

Every serious action, even this one, requires respect for certain procedures, and what is good is that there are not too many administrative-bureaucratic “steps”. Such an interested married couple, up to the age of 45, can find and choose a house with a garden on their own. The municipal competent commission then performs its assessment with which it applies to the competent ministry for money for purchase.

The non-refundable amount is up to 1.2 million dinars (12,000 euros). The purchased house cannot be alienated for 10 years, and after five, it acquires the condition to be used for the purpose of a mortgage.

According to current data, there are about 200,000 empty houses, mostly in Vojvodina, ie the area of Banat, Backa and those towards the border with Croatia. In the south of the country, most of them are on the stretch of Kursumlija, Trgovište and the villages between Niš, Knjaževac, Bor, Negotino, and there are a significant number of them throughout western Serbia.

Target groups

Within this project, it is very interesting to classify potential buyers of houses into three target groups. In the first are those young people and married couples who live in a joint household, then those who live in suburban status in suburban settlements and want to return to their homeland. The third, let’s call it “VIP” target group, includes agronomists, veterinarians, doctors, dentists, and even IT experts.

Such immigrants to beautiful Serbian villages, as well as their Vrška čuka and other Baba’s teeth, as stated, would have double the salaries of their colleagues in other places. I am amazed by this kind of enthusiasm, regardless of the fact that it is well “soaked” with utopia.

Sparrows also know that the mentioned personnel profiles have long since “smoked” across the border, and those who take the last exams are in a hurry to learn German. I doubt that they are interested in “hiking” on domestic hammers?

More problems than a house

Of course, the mentioned competition, which will last in the first cycle until November 1 this year, does not list possible problems, situations, surprises and possible other unpredictable circumstances that house buyers may encounter.

Thus, it was “set up” that just when the competition was announced, the information from the Association of Milk Producers, that is, domestic farmers, who asked the Government of Serbia to due to the bad situation, primarily with humiliating purchase prices of 30 dinars per liter, in this branch introduce or declare a state of emergency.

After several months of revolt by pig fatteners, a “compromise” was found a few days ago, which predicts that farmers will solve their problem through consumers and their so-called “patriotic” purchase of domestic meat. The most common demagoguery.

Numerous other problems do not leave the endless lane, first of all, when it comes to forecasted or possibly guaranteed purchase prices of agricultural products, various re-exports and other hoaxes of various lobbyists and insolent importers.

Imagine, if one of the buyers of the house starts a business, he will be forced to wait for the seasons from Albania, India or some other Far Asian countries!

The house is important, but for those who want to live in the countryside, the garden is of the same importance. Small holdings of land prevent specialized, ie monocultural production, which with the support of rural cooperatives or combines can be sustainable and profitable. Everything else quickly turns into improvisation and so-called omniscience, which has no perspective in the existing conditions and market competition. There are certain chances in fruit growing and organic production.

“Landing” on a long stick

Fifteen years ago, I had the headline “Two crates of beer to save the village” in a daily newspaper. Today, in the financial sense, they are “trucks”, but I am afraid that they will remain unspoiled. I have read this in numerous comments on social media and other media where many estimate that this, basically, good action arrived late.

Opinions are that, attractive for new immigrants, Serbian villages must have: good roads, three-phase electricity, internet, school, ambulance, cooperative and everything else that makes little difference from urban settlements. For Vrške and other hammers, they say, they should be visited and protected by border guards, ie the army, and not some “new” martyrs or enthusiasts.

Personally, not only for this but also for many other activities, I would rely on the aphorism of Milan Pantić, who says (I paraphrase): that the goal of many in this country who have been “struggling” for too long to improve agriculture and save rural areas is to reach the goal, but no race!

If we add to this their “sublime” habit of not wanting to kneel before any race on the starting line, then there is no question of reaching the finish line. So, the “landing” on empty village houses will remain on a long stick.
