DSP Ilfov exceeds its legal attributions

Sorin Cîmpeanu, considers that the Ilfov Public Health Directorate exceeds its legal attributions and violates the Decision of the National Committee for Emergency Situations and the Joint Order of the Ministers of Education and Health in the context in which it requested the online registration of all schools in the county for a period of 14 days, with the possibility of extension.

“DSP Ilfov exceeds its legal responsibilities. It violates CNSU Decision no. 76 and Joint Order 5338/2021 and replaces the County Committee for Emergency Situations, the County School Inspectorate and all educational units in Ilfov,” said the interim Minister of Education.

According to the ME representative, there are schools in localities in Ilfov County, in rural areas, where the infection rate is low.

Sorin Cîmpeanu explained that there are very crowded schools, in which one learns in two – three shifts, with a maximum number of students in the class and there are schools in which one learns in one shift, with a small number of students in the class.

He also says there are schools where there are no cases of infection among students and teachers and there are schools where there are dozens of cases of infection.

“There is no legal framework for generalized / undifferentiated online transition at the level of a county. The decision is taken by analyzing the situation at the level of each educational unit. DSP cannot replace the schools, the County School Inspectorate, or the County Committee for Emergency Situations. We are not aware that the DSP has conducted an epidemiological investigation at the level of each of the 270 educational units in Ilfov. administrative management of the situation in the state of alert “, Sorin Cîmpeanu declared.
