International certificate is a certificate of food safety of plant and mixed origin which confirms that the food is produced in the Republic of Serbia in a registered food production facility which is under the inspection of the ministry responsible for agriculture in accordance with the regulation governing the type of food and official controls, as well as the list of mixed foods and the manner of control of those foods, as well as that the conditions specified in the international certificate are met.

The procedure of issuing the certificate is a procedure that includes the receipt of the request, inspection of the consignment, filling in, signing and verification of the form of the certificate on food safety of plant and mixed origin by the competent inspector.
The certificate is issued by the Ministry through the competent inspectors in accordance with the law governing food safety.
The certificate shall be issued on a form in accordance with the relevant international standards or the requirement of the importing country.

The certificate form is printed in Serbian and English. Also, the Certificate Form can be printed in another foreign language in accordance with the request of the importing country or in accordance with the signed international agreement in the field of food safety between the Republic of Serbia and the foreign country to which the consignment of food of plant and mixed origin is exported.
The certificate is issued at the request of the food business entity, which is submitted to the Ministry through the competent inspector, and according to the address of the business headquarters of the food business entity.
The request shall be accompanied by the following evidence:
- excerpt from the Register of the Business Registers Agency
- decision on entry in the Central Register of Facilities
- analytical report with the conclusion of the authorized and accredited laboratory on the performed food tests
- authorization of the applicant, in case of submitting the request through a proxy
- proof of payment of the costs of the procedure of issuing the certificate in accordance with the law governing the republic administrative fees
The certificate is issued for one type of shipment, ie one batch (lot) and for one recipient, by signing and certifying each page by the competent inspector.
The certificate is issued in one original copy, and its photocopy is kept for three years, together with the request for issuance.
In case of an error in filling in the certificate form, that form is canceled by marking “cancellation” and is kept together with the request for issuance of the certificate and a photocopy of the issued certificate.

In the case when it is necessary to cross out the text in the printed form of the certificate in order to confirm the factual situation regarding the shipment, the crossed out text is initialed and stamped by the competent inspector, who is authorized to issue the certificate.
The certificate cannot be issued for consignments for which no request has been submitted, which have not been inspected by the competent inspector, for which the prescribed evidence has not been attached and consignments which are no longer under the supervision of the competent inspector.
Records are issued in written and electronic form on issued certificates.
