The text of the law for the conversion of the Infrastructure Decree (DL 121/2021) was definitively approved on Thursday by the Senate and will be published in the Gazzetta.
The measures aim to speed up the planning of investments and the implementation of interventions to efficiently spend the resources of the National Recovery and Resilience Plan (PNRR) and the Complementary Fund (PNC).
Design competitions and ideas, Fund of 161.5 millionThe Fund, initially conceived for Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia, Sicily and for the municipalities envisaged by the mapping of inland areas, with an endowment of 123.5 million, is enriched and extends its scope.
The budget has risen to 161.5 million euros, of which 16 million for 2021 and 145.4 for 2022. In addition to the Regions initially planned and the Municipalities of inland areas, Umbria and Marche will also be able to access them. The resources will be available to Municipalities with a total population of less than 30 thousand inhabitants, but also to Metropolitan Cities and Provinces of the beneficiary Regions.
The allocation of resources will take place with a dpcm by November 30, 2021. The beneficiary bodies must commit the resources within six months. In case of delays, the resources will be withdrawn.
The project proposals must be coherent or complementary with the objectives of the PNRR and useful to achieve at least one of the following objectives: the green transition of the local economy, the digital transformation of services, smart, sustainable and inclusive growth, which ensures the harmonious development of the territories, also from an infrastructural point of view, economic cohesion, employment, productivity, competitiveness, research, social innovation, health care and economic, social and institutional resilience at the local level, the improvement of services for children and aimed at providing opportunities for professional growth to young people.
The Bodies will have to entrust the subsequent planning levels to the contest winner, but they will also be able to choose to proceed with the integrated procurement. To facilitate the procedures, the Agency for Territorial Cohesion and ANAC will provide a tender-type.
Infrastructures, control room for sustainabilityThe establishment, at the Ministry of Sustainable Infrastructure and Mobility (MIMS), of a mission structure called the Center for Innovation and Sustainability in Infrastructure and Mobility (OBJECTIVE).
The work of the control room must guarantee the realization of the interventions financed in whole or in part with the PNRR or the PNC, but also to increase study, research and development activities in the sector of infrastructure sustainability and mobility, technological, organizational and material innovation, while ensuring new forms of intermodality and network services.
The control room will operate with staff belonging to other Administrations, but, thanks to a budget of 47 thousand euros for the year 2021 and 140 thousand euros starting from the year 2022, it will also be able to make use of no more than 4 external experts or consultants. .
