“The Ministry of Health thanks Rui Portugal for all his dedication to the cause of public health, namely during the demanding period of the pandemic”, said the office of Minister Manuel Pizarro, without giving the reasons for his resignation. Graduated in medicine from the University of Lisbon in 1987, Rui Portugal is also a specialist in public health and was coordinator of the Regional Intervention Office for the Suppression of Covid-19 in Lisbon and the Tagus Valley.

Among the various functions and positions he held, he was executive director of the National Health Plan 2012-2017, chairman of the Board of Directors of the Regional Administration of Lisbon and Tagus Valley, administrator of the Hospital de Pulido Valente and university professor in the area of health.

Rui Portugal’s resignation request comes at a time when the process of replacing the director-general of Health, Graça Freitas, is taking place, who, at the end of 2022, expressed her will to the Ministry of Health not to renew the nomination.

On May 3, the Recruitment and Selection Commission for Public Administration (CReSAP) received the request to open a competition for the post of Director General of Health, that is, four months after the current director announced her departure.

In recent weeks, Rui Portugal had assumed the role of director-general of Health, even signing, on May 10, the guidance on health care during labor, which was strongly contested by the Order of Doctors.

In April, the Minister of Health had said that the decision on who will replace Graça Freitas at the head of the DGS would be taken by the middle of the year, ensuring that there was no discontinuity of functions.
