The corona pandemic has affected not only the health of the people, but also the health of Estonian democracy. This is an issue that we need to address in order to maintain a free society and economy, writes Jüri Raidla, founder and senior partner of the law firm Ellex Raidla, a successful Estonian supporter of the opinion competition.

Democracy is the power of the people. In a democracy, the people exercise power for themselves, in their name and for their sake. Nor do we find an exhaustive legal definition of democracy as a result of a thorough search. Moreover, the concept of democracy has changed in time and space, and is likely to change in the future.

At the same time, there are certain characteristics of democracy that can be assessed, albeit not with scientific precision. The Supreme Court has found that, among other things, important management decisions in democracy are to be made on the broadest possible and most coordinated basis.

Estonia is a democratic country, there is not the slightest doubt about that. This postulate is set out in the first section of the Constitution, demonstrating a principle that has been successfully implemented in Estonia. There is also no doubt that since the beginning of the 1990s, democracy has been consistently and purposefully created and developed in Estonian legislation. Hardly anyone doubts that the democratic model of state organization has been the cornerstone of Estonia’s social existence and economic success so far.
