Daugavpils City Council has expanded the powers of the Self-Government Police

From now on the Daugavpils self-government police is authorized to decide on the recognition of a used vehicle as abandoned, as well as to transfer it to a recycling company. Such decision was accepted by deputies of the Daugavpilssky municipal duma on November, 10th, the self-management portal informs.

Until now, only employees of the State Police could recognize the vehicle as abandoned. Now the municipal police have such powers.

A vehicle may be considered abandoned if:

• is not on the roadway, in a place not intended for parking vehicles, as well as outside the property of the owner of the vehicle for more than 30 days, as evidenced by a warning sticker on the vehicle;

• it was in a special parking lot for more than 30 days in cases provided for in the rules on the forced movement of a vehicle and its recognition as left on the road for a long time (https://likumi.lv/ta/id/94239-noteikumi-par-transportlidzekla-piespiedu -parvietosanu-un-transportlidzekla-atzisanu-par-ilgstosi-atstatu-uz-cela);

• the owner of the vehicle refuses in writing to pick it up from a special parking lot.

According to the law on the maintenance of used vehicles (https://likumi.lv/ta/id/84411-nolietotu-transportlidzeklu-apsaimniekosanas-likums), the municipality must organize the movement of abandoned vehicles if they are in places intended for public use, to a designated parking lot.

If the owner of the vehicle is not declared within 30 days, the municipality hands it over to a recycling company. In order to reduce the administrative burden and costs, the city council may transfer the responsibility for the transport and transfer of vehicles to a management or processing company.
