Confartigianato approves the Maneuver but asks for a new pact with the State | Economy

Confartigianato approves the Maneuver just launched by the Government, even if the measures may not be sufficient, asking for a new pact of trust between the State and businesses, increasingly squeezed between expensive energy and the tax burden. The annual meeting of the confederation of craftsmen was an opportunity to ask the premier Giorgia Meloniattention to small and very small businesses, removing the obstacles «that too often demean our talent and our ambitions».

«Today we are here – said the president Marco Granelli in his report to the assembly – to offer our strength as ‘builders of the future’, also for the new generations, trusting in a new pact of trust between the state and businesses, for the economic and social development of our country”.

In fact, according to the president of Confartigianato «the administrative burdens in the field of work add up to the Tower of Babel of tax legislation: according to the World Bank for times and procedures for paying taxes, in 2020, Italy ranks 128th, last among the 27 countries of the European Union. It is difficult to pay taxes and it is easy to make mistakes. Furthermore, the level of taxation is too high: the tax burden in 2022 is equal to 43.8% of GDP, up by 0.4 points compared to 2021 and the tax burden on citizens and businesses is 1.9% higher points compared to the Eurozone average. In practice, next year we will pay 42.2 billion in higher taxes, equal to 711 euros per capita. With this gap, with this ballast, it is difficult for us to compete on international markets».

«Although in a difficult public finance situation – he added – resources must therefore be directed towards reducing the tax burden that weighs on all forms of work also through the harmonization and equalization of the deductions due in relation to the different types of income. Furthermore, incentives should be given to those who bet on their future: those who open a new company and even more those who decide to hire, thus creating value not only for themselves but also for their employees».

“Businesses, in this difficult moment – he continued – need to warn the tax authorities as the instrument with which the State guarantees quality services to its citizens and solidarity towards the weakest and not as an enemy from which to defend themselves. In this sense, we hope the resumption of a discussion table on the start of the tax reform”.

Energy costs also weigh on this context, costing 24 billion more for small and very small businesses this year. «An enormous impact – continued Granelli -. But this does not prevent the micro-small enterprise from being the engine of the country’s development, despite the fact that it is even considered by some to be the main cause of the ills of the Italian economy».

On the labor front, Confartigianato calls for an end to ideological approaches, putting it back at the center of political action, focusing on apprenticeship “which must become the main access channel for young people into the world of work, because it is not a contract like any other , but allows the young person to grow and train in contexts in which the transmission of knowledge does not take place in a static way».

«We believe in the alternation between school and work – continued Granelli -; in vocational education – on which a new approach is needed that makes it non-discriminatory -; in modern and effective active policies that start from the real needs of businesses”.

Finally, the confederation is asking the Government to find a solution to those companies that have granted the invoice discount on building bonuses. «In our opinion – continued Granelli -, it is necessary: to make the use of credits more flexible; increase the fiscal capacity of banks, granting the possibility of using offsets; evaluate the possibility of providing for a ‘buyer of last resort’, under public control. The survival of many companies depends on it. The issue of construction bonuses is central to us because it guarantees the country’s lasting development, so we share the need for a constructive discussion to take place on the future of the measure. And as my grandfather, a wise craftsman, used to say – he concluded -: ‘When the cranes turn, the country turns’».
