The goal is to make the campus in Kumodraž a recognizable location on the global map of development in the field of biomedicine, biotechnology, bioinformatics and biodiversity.
The Public Investment Management Office is announcing open, project, single-stage, anonymous Competition for the conceptual urban-architectural solution of phase A “BIO4 Campus” – a complex of higher education institutions with complementary facilities in Belgrade.
The Ministry of Education, Science and Technological Development has launched an initiative for construction BIO4 Campus in Belgrade bearing in mind that the significant progress of biomedical sciences, as well as other areas covered by the fourth industrial revolution, creates exceptional economic opportunities that should be used in the best possible way for economic progress and development of the Republic of Serbia.
Two faculties and five institutes
BIO4 Campus will be the center of these areas in the wider region, because it will include two faculties from the very beginning: Faculty of Biology and Pharmacy University of Belgrade and Five Scientific Institutes: Institute for Molecular Genetics and Genetic Research, Center for Sustainable Management of Bioresources and Natural Products PANDA Institute for Biological Research Sinisa Stankovic, Institute for Medical Research, Institute for Multidisciplinary Research and part of the Institute for Artificial Intelligence Development.
The campus will be located in the immediate vicinity Torlak Institute of Virology, Vaccines and Serums and the new headquarters of the Agency for Medicines and Medical Devices (ALIMS), with which it will form a single biomedical unit.
At the location, there are facilities in the function of the Military Complex “Torlak”, which are planned to be removed.
In addition to the mentioned higher education and scientific institutions, an extension of the Science and Technology Park Belgrade will be built for the development of startups from the BIO4 area, which will include the Center for Ideas, as a gathering place for researchers and students from different fields.
In the existing condition at the subject location, there are facilities in operation Military complex “Torlak”, which are intended for removal. The total area of the location, which is the subject of the competition, is 78.884 m2.
As a result of the competition, the best urban-architectural concepts for planning the BIO4 Campus are expected (phase A). The future complex needs to create connections between the urban and the natural, to provide a high degree of functionality of the space and to form a harmonious functional and ambient whole with the complexes in the environment.
The urban-architectural concept should be based on bioclimatic principles, ecologically acceptable solutions and the approach of the circular economy to the reuse of materials, which is in line with the ecological goals of Belgrade’s development.
The aim of the competition is to define the conceptual solution of the entire BIO4 Campus complex (Phase A) and the general settings of the conceptual solutions of all facilities in the complex so that the subject space acquires an identity and becomes recognizable location on the global map of development in the field of biomedicine, biotechnology, bioinformatics and biodiversity.

- Deadline for asking questions through the Public Procurement Portal: 8 dana before the deadline for submission of bids-tender works;
The Announcer-Purchaser will provide the prize fund of the competition in the total gross amount of 18,000,000 dinars for prizes and redemptions for the participants in the competition. Among the submitted competition solutions, the jury will award prizes and redemptions in the gross amount:
- 5 equal prizes x 3.000.000 RSD
- 5 redemptions x 600.000 RSD
After the end of the design competition, there will be awarded five works who will be invited to submit their bids in the negotiated procedure without publishing a public invitation in which a more detailed elaboration of the urban solution of the BIO4 Campus complex and conceptual solutions of the A1 phase facilities will be requested. With the selected bidder, the Purchaser-Contractor will enter into a contract for the preparation of technical documentation, which is the basis for the issuance of location conditions for the implementation of the planned works on demolition and construction.
