Allegations have been raised that Han Ki-jung, a candidate for the Fair Trade Commission, won a research grant of more than 200 million won in violation of school regulations while serving as a professor at Seoul National University Law School.
According to the office of Rep. Kim Seong-ju of the Democratic Party of Korea belonging to the National Assembly’s Political Affairs Committee, on the 1st, Professor Han performed a total of seven research services from 2009 to 2017 while he was serving at Seoul National University and received a total of 268 million won in research grants. The research institutes that candidate Han won the order for were the Non-Life Insurance Association, Life Insurance Association, Korea Reinsurance, and Insurance Research Institute, including the Fair Trade Commission, where he was nominated as the chairperson. These projects were not registered in the Seoul National University Research Administration System (SRnD).
According to Article 10 of the Seoul National University Research Fund Management Regulations, a research agreement must be concluded between the head of the ordering institution and the president of Seoul National University or the head of the Industry-Academic Cooperation Group in order for a research director to receive a research grant from a supporting institution and conduct research. In this case, research assignments are automatically registered in SRnD, but in the case of one professor, some assignments were omitted.
In response to this, the FTC personnel hearing preparation team said in a message to the press, “It is true that (the candidate) failed to comply with the registration procedure because he did not understand the ‘SNU school regulations’ while receiving the research project as a professor, but the research funds are transparently and strictly enforced. There was no illegal execution.”
“Among the tasks that the candidate studied, many studies for consumer protection were included, such as improving standard insurance terms and conditions and strengthening penalties for insurance fraud,” he added.
One candidate said through the personnel hearing preparation team, “If given the opportunity, we will faithfully carry out our work in accordance with the Fair Trade Commission’s strict conflict-of-interest regulations and customs.”
The National Assembly Political Affairs Committee is scheduled to hold a personnel hearing on a candidate on the 2nd.
