The FIRST enumerators will ring the doorbells of households across Serbia tomorrow, at eight o’clock. By law, all citizens are obliged to participate and give correct and complete answers, and the threatened fines are 20,000 – 50,000 dinars.
According to Snežana Lakčević, assistant director of the Republic Institute of Statistics, in charge of the Department of Social Statistics, the enumerator is obliged to provide identification, and above the photo, on a prominent identification, there is a seal of the RZZS, so that there will be no possibility of fraud or irregularities. Citizens will also be able to inspect the identity card of the enumerator and write down his first and last name and identification number from the ID card.
Enumerated persons are not required to provide personal documents, and in electronic questionnaires, a unique ID number and address will be entered from personal data. In addition to electronic questionnaires, enumerators will also have forms in paper form, if the batteries on their laptops run out.
– The data is based on the statements of citizens, and the law stipulates that they must provide accurate data, otherwise fines will follow. We hope that everyone understands the importance of the census and that sanctions will not have to be applied – says Lakčević.
All citizens of Serbia who live here, as well as foreigners who have been in our country for more than a year and are not members of the diplomatic corps, will be registered. As Lakčević confirmed for “Novosti”, this also includes migrants in reception centers.
Serbian diplomats abroad will also be listed
Serbian diplomats abroad will also be listed as residents of Serbia, while other citizens who live in other countries and have our citizenship can participate in the census by filling out the form published on the website of the Republic Institute of Statistics or one of their family members or neighbors. from here he can provide information about them, if he knows them, but according to international regulations and standards, they will not be part of the domestic population. In our list, it will be kept in the “absent” category.
Sensitive data that citizens do not have to answer include questions about nationality, religion and mother tongue.
Can someone declare himself as a Vojvodina resident?
However, Petar Korović, assistant director of the RZZS, appeals to citizens to provide this data because it is of key importance for both national minorities and the majority population in order to exercise various rights and design policies.
When asked if someone can declare himself as a Vojvodina by nationality, since there were such calls on social networks, Miladin Kovačević, director of the RZZS, says – he can.
– People have the right to declare themselves both Vojvodina and Eskimos. If a large number of people declare this, we will separate such a category in the classification, and if the number is minor, they will fall under the others – explains Kovačević.
He added that the census is more than statistics, that it is “our tradition, need and obligation”.
– It is a historical record worthy of trust, the data of which should be preserved for future generations. It serves us to monitor the vital, ethnic, migration and other movements of the population and make projections, as well as to analyze the decline in fertility, accelerated aging and the degree of emigration from the country in the last 11 years – said Kovačević, and he specifically addressed the enumerators, who are trained around 17,500, and 15,000 chosen ones will go to the field tomorrow.
He told them to be polite and tactful with citizens and to patiently answer their questions. The best ones will be hired later, in survey centers, for the census of agricultural households next year or they will be able to apply for a job at the Institute.
Martin Klaucke, head of the operation of the EU Delegation in Serbia, said that the Union supports the census action, which is carried out every 10 years, and added that they have invested 60 million euros in the development of statistics in Serbia so far.
The total number of persons and apartments enumerated, says LJiljana Đorđević, head of the Population Census Department, will be known by the end of November, and the final data on age, gender, nationality, etc. we will have already from spring.
