Russian Prime Minister Mikhail Mishustin signed a decree abolishing a number of regulations and certain provisions containing requirements for control in the construction and housing sector. The documents were declared invalid and will cease to be valid from January 1, 2021, the press service of the Cabinet of Ministers said on Sunday.
“In total, more than 30 documents issued from 2010 to 2020 will be canceled. Among them, a government decree approving a standard for disclosure of information by management companies. It states that such organizations must publish reports and general information about apartment buildings on the official website, which determines supervising federal agency, as well as on the website of the regional government or on its own resource. However, this document has actually become invalid. Since 2017, managing organizations post information on the GIS Housing and Utilities website, guided by the Housing Code, “the press service said.
In addition, nine orders of the Ministry of Construction are canceled, including those regulating the maintenance of the register of specialists in the field of architecture and construction and the development of design documentation for a capital construction facility. The acts contain outdated requirements or their provisions are duplicated in the current legislation, the press service explained.
The revision of the norms of Russian legislation is carried out within the framework of the “regulatory guillotine” mechanism. It is carried out by the government together with the expert community and business representatives. The mechanism provides for the abolition of unreasonable or outdated supervisory requirements to reduce the regulatory burden in the main sectors of the economy.
