The main novelties of the update are the extension of the exceptions that, in addition to including people with less income, will also exclude self-employed carriers and distributors from the ZBE who have less than five years left to retire and will extend from 10 to 24 the number of daily authorizations that the rest of the population will be able to use annually.

Regarding the lowest incomes, the IPREM 2022 indicator (public indicator of multiple effects income) will be used, of €579 per month. A person who lives alone and who earns a maximum of twice the IMPREM (1,158 euros per month) will be excluded from the ZBE. For groups made up of two people, the maximum will be 2.5 times the IPREM; for three people, it will be 2.9 and for three people, it will be 3.3.

Citizens who enter these forks will be able to request annual authorizations, a measure that, according to the City Council, will mean exempting some 20,000 polluting vehicles.

In addition, those vehicles in replacement status will also be excluded if the purchase of another car that meets the requirements is proven. Likewise, the vehicles of people with periodic medical treatments or those unique cars, such as those for driving schools, tank vehicles, armored vehicles, etc.

These changes have a double objective: on the one hand, to add social measures and, on the other hand, to shield the ZBE before the Supreme Court issues a ruling that could annul the current regulation. After the Superior Court of Justice of Catalonia decreed the nullity of the ZBE, the City Council, Generalitat and AMB filed an appeal.

Now, the ball is in the court of the Supreme Court, which must decide whether to maintain the veto on the most polluting vehicles. The Councilor for Climate Emergency and Ecological Transition, Eloi Badia, has been confident: “We are convinced that we will win the legal process.”

The City Council will present the new proposals in the Government Commission with the intention that the Municipal Plenary approves it and it can be in force next January.
