The international money transfer system WebMoney is forced to suspend money transfers and replenishment of wallets for six months from today, having received an “unexpected” order from the Central Bank of the Russian Federation the day before.

The regulator’s requirement concerns the settlement bank WebMoney – the Conservative Commercial Bank. RBK.

WebMoney assured that the company did not and did not have “any violations related to the withdrawal of capital, payments on illegal sites and the lack of fight against unfair use (of the service).”

“In this regard, this order of the Central Bank came as a surprise to us. We cannot comment on the position of the regulator, but, as far as we know, formal remarks are indicated as the basis for the restrictions, ”a WebMoney representative explained to the agency.

Wherein TASS notes that in January 2021, the electronic payment service YuMoney (formerly Yandex.Money, part of the Sber ecosystem), in accordance with the instructions of the Bank of Russia, restricted transactions between individuals and non-resident companies. And in December 2020, the Qiwi payment service reported about such restrictions.

Let us also remind that amendments to the law “On the national payment system” came into force in Russia on August 3, 2020. According to these amendments, users of e-wallets and travel cards will no longer be able to anonymously deposit money on them. Now you need to link a bank account to such services.

As pointed out by RBC, the new rules affect users of the services Yandex.Money, QIWI-Wallet WebMoney, PayPal, VK Pay and other similar systems, as well as all transport cards, schoolchildren cards, cards for corporate canteens, various amusement park cards and etc.

Later, the Central Bank clarified that the changes to the law on the national payment system, which limit the replenishment of anonymous wallets and came into force on August 3, do not apply to transport and school cards.

The Bank of Russia explained that cards issued by transport organizations or replenished through them are not subject to the ban. School cards, however, can continue to be replenished in cash, as they are personalized.
