Approved municipal budgets that freeze taxes and fees for the third year in a row

Municipal meeting November 2022

Martorell freezes, for the third consecutive year, taxes and fees, as reflected in the general budget of the City Council, approved this Monday in the Municipal Plenum. The new economic roadmap of the local corporation, the last of the current legislature, has a consolidated total of 43.4 million euros. It was approved with the favorable vote of Junts per Martorell, the abstention of the PSC and C’s and the opposing vote of Movem and ERC.

The consolidated total of the new budget – of the Martorell Town Council, the Martorell Municipal Care Services Board PMSAPM and Martorell Gestió del Sòl Empresa Municipal SL – is 43,398,789.22 euros. A figure that represents an increase of 0.89% compared to 2022.

“It is a very moderate and prudent increase”, stressed the Councilor of Finance Lluís Amat, who defined the new numbers as “rigorous, long-term and continuous, cautious with containment models to respond to the needs of the people of Hammer”.

In the income chapter, the main item is direct taxes (18,361,500), which will not increase in 2023 for the third consecutive year, as well as fees (6,105,827), the third source of income. “We freeze taxes and fees for the good economic health of the City Council. “We have gone from a debt of 50% in 2020 to a forecast of 39.79%, far from the legal maximum set by law, which is 75%”. In between, current transfers also stand out, with 11,159,374 euros.

In the expenditure chapter, the largest one refers to personnel (19,336,386), which is increased by nearly one million and which, according to Amat, “demonstrates the commitment to human capital, increasing the number of positions of work and the increase in salaries as marked by the General Budget Law of the State, by 3.5%”.

The second largest expenditure chapter, with 15,956,439 euros, corresponds to current goods and services: “the offer for local, cultural and historical festivals, for social inclusion programs, for the elderly, for the Martorell 360 program that it already welcomes 1,500 boys and girls, and for the inclusion of Martorell as a European City of Sport 2023”.

The councilor also highlighted “the direct aid and subsidies we offer to our associative, cultural, social, entrepreneurial and sporting fabric: 2,179,300 euros”, a figure which, he said, “has grown by 47% since 2020 and that, for example, it will allocate 400,000 euros for small and medium-sized companies and commerce; 460 thousand for aid and social service programs; 215,000 for cultural associations, and nearly 600,000 for sports organizations”.

Lluís Amat spoke of three main areas of investment: economic, services “fundamental piece. We want adapted, universal and quality public services” and the improvement and transformation of public roads “to put them at the service of people”.

The 2023 Budget had 11 favorable votes from Junts per Martorell, 5 abstentions (PSC and C’s councilors) and 4 votes against (Movem Martorell and ERC councillors).

Despite positively assessing the freezing of taxes and fees, PSC councilor Remedios Márquez regretted, among other aspects, “that he did not commit to proposals that we made to them, such as a work plan in a municipality that it has 11.1% unemployment, which mainly affects women, over 45, long-term and with secondary education, and also for young people”. Márquez found that there was a lack of “tourism and patrimonial impetus, more social policies and energy efficiency”.

Laura Ruiz (Movem) regretted “that zero euros have been spent from the last budget on issues such as the allocation of 400,000 euros for economic reactivation and aid to businesses, or 50,000 on the stimulus plan to reactivate La Vila “. He also referred to Can Carreres and the fact that he does not start Movem’s proposal “to rehabilitate the Paper Mill to create a Vocational School to train public workers. There are enough Employment Plans, which do not generate stable employment”, he said, and calls for “recovering the Ateneo so that it is a Civic Centre”.

On behalf of ERC, the spokesman Víctor de León proposed to the government team “that we could take the opportunity to borrow a little more and make more social spending. This Budget takes into account the population, but we believe that it could have even more considering the possible difficulties regarding the price of electricity and gas with inflation that next year could be around 8% “.

Juan José Pérez, from Citizens, positively assessed the measure “not to raise municipal taxes. We liberals never see willingly that the inefficiency of the administration has to be borne by the citizens”. On the other hand, he criticized “that the real planned investments are 2.9 million euros from a Budget that has a total of 43”.

Mayor Xavier Fonollosa closed the round of interventions highlighting “the difficulty of preparing these Budgets” and thanking all the groups “for the orderly way of presenting their points of view”. Fonollosa defended that “for sure we would all make the best possible Budget, what changes are the priorities of each group”.
