The theme of this year’s APEC, “Be one, help each other, and grow together,” presented by the chair country New Zealand, clearly points in the direction we need to go together.
I look forward to expanding cooperation for inclusive recovery and prosperity in the Asia-Pacific region, and I would like to say three things.
First, active cooperation is needed to restore daily life together.
Korea has actively participated in APEC’s practice for equitable distribution of vaccines. Separately from COVAX, we have provided vaccines to some countries, and we will expand further support.
We are also working hard on multilateral cooperation in health care. We have provided free of charge quarantine items worth $180 million, including diagnostic kits, to more than 120 countries, and we are expanding ODA in the health care sector.
Facilitating the exchange of people and the movement of goods will facilitate better daily recovery. We welcome the efforts of each country, including the ‘mutual certification of vaccinations’, and suggest that we prepare specific common standards.
Second, it should become a stronger economic community by restoring an open and fair trade order.
The Asia-Pacific region has paved the way for coexistence and prosperity through free trade and investment. Rapid overcoming of the corona crisis and stability of global supply chains also depend on free trade based on multilateralism and mutually beneficial cooperation.
Korea is one of the countries that has signed the most FTAs, and the RCEP is about to be ratified. We will also work together for the economic integration of APEC. Korea, which has grown through free trade, knows better than anyone the importance of safeguarding the international trade system. I hope that the leaders of APEC will show their leadership together so that tangible results can be achieved at the 12th WTO Ministerial Meeting.
In addition, we propose to open the digital economy era together by actively utilizing the opportunities of digital trade.
Regional digital trade grew from $400 billion in 2016 to $1 trillion last year, growing at a CAGR of over 27%. APEC has been leading the digital transformation by launching the ‘Digital Innovation Fund’ in 2019. We expect APEC, which has walked the path of mutual prosperity, complementing each other’s different histories, cultures, and economic development rates, to become the best platform in digital commerce.
Following the inauguration of the ‘APEC Digital Innovation Fund’, Korea is actively participating in the discussion of digital trade norms by promoting the signing of the Regional Digital Economic Partnership Agreement. We will also actively cooperate to protect consumer rights and personal information in e-commerce.
Third, our cooperation must also be inclusive.
Although the global economy is recovering, there are countries and classes that have been hit harder by the coronavirus. Only by narrowing the gap in recovery can we expect sustainable development. Korea is promoting the ‘Human New Deal’ as one of the pillars of the ‘Korean New Deal’. We are strengthening our employment safety nets and social safety nets, expanding investments in people, focusing on digital and green fields, and striving for an inclusive recovery. Korea will actively share its policy experience with the ‘Korean version of the New Deal’ and strive for ‘growing together’ APEC.
APEC must also play a leading role in responding to the climate crisis and achieving carbon neutrality.
Korea boldly raised the 2030 NDC and joined the ‘International Methane Pledge’ for methane reduction. We are also actively participating in climate financing. We plan to create a $5 million fund for the Global Green Growth Research Center and double the amount donated to the Green Climate Fund.
We will also expand cooperation in the field of green technology through the ‘Climate Technology Center and Network’. We will increase Green New Deal ODA and continue to cooperate through P4G public-private partnerships.
Today, APEC has made significant progress towards inclusive and sustainable development. The ‘Putrajaya Vision 2040’ implementation plan will unite the member countries even stronger. We would like to thank the Chair State New Zealand for their leadership.
In 2023 and 2024, the chair country, together with Thailand, the chair country next year, will have a great responsibility to implement the ‘Putrajaya Vision 2040’ without any setbacks.
