[단독]Delivery of the first 3,000-ton submarine, the first ship, delayed for three months due to equipment problems

It was confirmed that the first 3000-ton class submarine (Dosan Anchangho), which was designed and built by the South Korean military independently, was not delivered to the Navy because of equipment problems even though it had been launched for nearly three years. Because it failed to pass the test and evaluation, commissioning was delayed by more than three months from the original plan.

The launching ceremony for the Dosan Ahn Chang-ho was held in September 2018 at the Okpo Shipyard in Geoje-si, Gyeongsangnam-do, in the presence of President Moon Jae-in and his wife. If it goes as planned, the commissioning ceremony was scheduled to take place after it was taken over by the Navy around April of this year after undergoing testing and evaluation. However, due to the delay in the relevant procedures, questions have been raised about the background.

According to the Dong-A Ilbo coverage, the equipment that the Defense Acquisition Program Administration revealed in the test and evaluation process of the Dosan Ahn Chang-ho early this year is a torpedo decoy. This equipment is one of the defense equipment of submarines that lure torpedoes fired by the enemy in different directions underwater. The Joint Chiefs of Staff, which judges the test and evaluation results, is known to believe that some of the torpedo decoys of the Dosan Ahn Chang-ho do not meet expectations. The torpedo decoy was localized in the process of building a 3000-ton submarine. In the past, it was known that 1800-ton submarines, such as the Son Won-il, carried out operations with defective torpedo decoys, became controversial.

The Dosan Ahn Chang-ho is evaluated as a key force in the ROK military’s deterrence of North Korean missiles. The military authorities, which completed the ground-launch test of a domestic submarine-launched ballistic missile (SLBM) last year, are said to be planning to mount six SLBMs on the Dosan Anchang ship after completing the underwater injection test this year. It is said that a plan to conduct the underwater injection test on the Dosan Ahn Chang-ho instead of a barge is also being considered. “It is true that the commissioning of the Dosan Anchang is delayed, but there is no problem with core technologies such as the (missile) vertical launch system. We plan to deliver the submarine to the Navy as soon as possible by preparing supplementary measures for some equipment, such as torpedo decoys, in the next month,” he said. Meanwhile, it is known that Daewoo Shipbuilding & Marine Engineering, which built the Dosan Anchang and Choreographer (No. 2), was hacked by a force presumed to be North Korea in 2016 and last year. There are concerns emerging.
